NOTICE OF TERMINATION:

Implementation of specific provisions of the Patient Protection and Affordable Care Act is changing the rules and utility for using prepaid debit cards (including the "PrepaidHealthcare MasterCard®" managed by WiredBenefits) for Health Reimbursement Accounts. Starting January 1, 2011, the Internal Revenue service is restricting the usage of prepaid debit cards by reducing the list of Over the Counter and prescription items that may be purchased using the card.

Hence, the WiredBenefits PrepaidHealthcare MasterCard® is being discontinued December 31, 2010. Cards will not be active starting January 1, 2011. Please note:
  • No new employers will be accepted
  • Existing employers cannot add new employees to their roster
  • Existing employers may not reload existing cards AFTER December 10, 2010
  • All cards will be closed as of 11:59pm December 31, 2010
  • Existing Cardholders may not add a Spouse Card
  • Existing Cardholders must file their manual claims before Feb. 28, 2011 (unless the employer decides to terminate this program at an earlier date)
  • After Feb. 28, 2011, any existing balances remaining on employee cards will be returned to the employer

The PrepaidHealthcare MasterCard® program is fully compliant with local and federal regulations, including IRS, ERISA, HIPAA, COBRA, and SF HCSO. You may find the following information and downloadable documents at right helpful.

Employee Retirement Income Security Act (ERISA) Requirements

As an HRA program, PrepaidHealthcare MasterCard® qualifies as an ERISA plan. PrepaidHealthcare MasterCard® is designed to be a fully compliant program providing required Plan Documents/Summary Plan Descriptions as a result of the card ordering process.

The Plan Document describes which groups of employees are eligible, the effective date of the plan, and the amount an employer is committing to reimburse. This document is created automatically upon completion of the PrepaidHealthcare MasterCard® ordering process. The Plan Document is always available online for download by employers and employees.

The Summary Plan Description details the employee's rights under the plan, primarily COBRA, HIPAA, Privacy, and claims dispute procedure. PrepaidHealthcare MasterCard® has built in features to provide easy compliance with these requirements.

COBRA is an automated feature with PrepaidHealthcare MasterCard®. COBRA is only required if the employer has 20 or more Full Time or Full Time Equivalent employees.

HIPAA Certificate of Creditable Coverage will be generated automatically upon termination or upon request. View sample Certificate of Creditable Coverage.

San Francisco Health Care Security Ordinance (HCSO) Regulations

The San Francisco Health Care Security Ordinance lists as an example of a compliant Health Care Expenditure (HCE) the following:

Contributions on behalf of the covered employee to a health spending account, such as a health reimbursement arrangement, a flexible spending account, or a health savings account.

PrepaidHealthcare MasterCard® is a qualified Health Reimbursement Arrangement/Account (HRA), and therefore satisfies the HCSO.
